FFA Official Dress for men?

My chapter's president has grown a beard over the past year and our banquet is coming up soon. There is a lot of debate on whether or not he needs to shave it. Does having the beard conflict with OD? They have started a petition to get him to shave it and are threatening to kick him out of opening ceremonies if he doesn't. Thanks
