My husband broke the 5th metacarpal bone in his right hand.?

My husband broke the 5th metacarpal bone in his right hand. The doctor set the bone and casted it in a short arm cast; however my husband could still move his pinky finger. When the cast was removed a follow up exray was taken and showed that the bone had moved back to the original break. We do not believe the doc casted his hand correctly therefore resulting in improper healing. He is also in constant pain in between the 4th and 5th metacarpal bones. What should we do? We do not have insurance~
