How do you convert measurements w/o losing sig figs or precision?

I am trying to convert 4.21 cm into meters, and the worksheet gives these hints: "Keep in mind that you cannot lose precision or sig figs by converting. Note: What is one-tenth of the smallest division on the meter stick i meters?"
