Why Shashi Tharoor is given MP ticket by Congress ?

he is still under the misconception that 'congress' is 'congress in USA'; he has been asked to do that deliberately so that after elections all votes polled for him will be shown as approving that act, so that he will start imposing more upon people, as is similarly done by his 'congress', which makes people approve of its illegal activities, just because, votes are polled for it too in election; 'congress' the digress of the country is a minority government , any way.
