Can a cop return an item left by a person to a person under a restraining order by them?

the disability agency issued a wrongful r.o. on his gf against his will, and in desperation of trying to contact her, even though he knew he shouldn't cuz she would get in trouble, left his engagement bracelet by her door. he told the cop he wanted it back when the cop took him away from her residence but didn't allow him to run upstairs and get it back. can the gf give it to a cop to give it to him?????????????????
